Always the most important consideration. You have to be safe so you can keep running. Look for light or low traffic, and avoid a lot of road crossings that interrupt your flow. 

A generous pavement provides space for shared use, and always run facing the traffic. Look for adequate lighting if you run in low light, and wear reflective/hi-vis gear so you’re easy to spot.

Curate your run to meet your training and fitness goals. Look for challenges without being off-putting. Pair your running surface and incline to match the event you might be training for, as well as your physical needs. You don’t want to be pounding the hard pavement when recovering from an injury.
